5 criteria to orient a pedagogical budget
toward a tool that truly serves

Why this grid exists

In 2026, OPCO Mobilités (mobility skills operator) is funding up to 60% of pedagogical investments at mobility CFAs, with over 1,000 projects selected and an announced budget of €8.5M. It is a concrete window for training managers who want to equip their lab rooms with digital tools.

The classic trap is to ask for 4 commercial demos and sign with whoever speaks best. Salespeople always steer your questions toward the strengths of their product, not toward what you actually need.

The 5 criteria below are those that, in my experience as a logistics software publisher, make the difference between a tool adopted in class and a forgotten tool. They are intentionally independent of KLS-Concept — the goal is for you to be able to apply them to any vendor.

How to use it concretely

  • → To open before requesting demos. Otherwise your questions will be steered by the salesperson.
  • → To fill in per vendor considered. One page is enough to compare 3-4 tools.
  • → To share with a reference trainer before signing. If they don't validate the 5 criteria, the tool will never reach the classroom.

The 5 criteria

Each criterion is rated out of 5. Total out of 25 to decide.

Framework alignment

Does the tool cover, without tinkering, a recognised framework?

RNCP (French national skills registry), sectoral certifier, BTS GTLA framework, Bac Pro Logistics, Professional Title forklift operator / order picker / warehouse worker.

  • ? Does the vendor explicitly cite one or more frameworks covered?
  • ? Do the skill blocks correspond to the tool's modules?
  • ? Does the tool produce traces reusable for certification?
Red flag: a vendor talking about "generic pedagogy" without naming a specific framework will make you retranslate your curriculum into their language. Huge hidden cost — often 1 to 2 months of trainer work in the first year.

Licensing model

Is the licence compatible with training use?

Groups, sessions, rotations, learners entering and leaving during the year. Per-named-user pricing is not suited to training.

  • ? Is the licence per session/group or per named user?
  • ? When a learner finishes, is their seat freed for the next one?
  • ? Is the annual price predictable (no variation outside budget validation period)?
Red flag: a per-named-user licence on a curriculum with high turnover (300 learners/year for 30 parallel seats) explodes the real cost by a factor of 5 to 10 compared to the announced price.

Offline mode

Does the tool work in lab sessions even when the room wifi drops?

Basement lab rooms, poorly covered floors, networks saturated at year start — the most overlooked and most penalising criterion in practice.

  • ? Is the tool usable offline for 2-3 hours?
  • ? Do data entered offline automatically synchronise when the network returns?
  • ? Can the trainer prepare a session without connection?
Red flag: a 100% cloud tool that crashes at the first network outage won't last 2 sessions before the trainer returns to their old Excel materials. And that will be for 3 years.

Trace production (Qualiopi 2026)

Does the tool help produce the evidence expected by a Qualiopi auditor?

With the 2026 reform, the Qualiopi auditor requires the physical presence of the director and evidence of "lived" quality: dated traces, documented adjustments, learner signatures.

  • ? Is there a per-learner export readable in 2 minutes by a third party?
  • ? Are pedagogical adjustments (remediation, retakes) dated and tracked?
  • ? Are intermediate formative assessments signable / traceable?
Red flag: a tool that only stores final grades but no intermediate signal forces you to run a parallel paper system. You pay twice for half-traceability.

Vendor durability

Will the publisher still be there in 3 years?

The logistics pedagogical tools market is fragmented, dominated by SMEs and independent publishers. The question is not taboo — it is legitimate and a serious publisher has a written answer.

  • ? How many years has the publisher been active in this market?
  • ? Is there a documented continuity plan in case of shutdown (full export, transition period)?
  • ? Is data hosting in France or in the EU (GDPR, Qualiopi requirement)?
Red flag: a vendor who evades the durability question is either unstable or not transparent. A serious small publisher has a written answer to this question — it's even a sign of maturity.

How to interpret your score

Rate each criterion out of 5. Total out of 25.

20-25 Serious tool, to present to the equipment committee.
15-19 Potential, to confirm with 2 field demos with a reference trainer.
10-14 To reconsider, red flags to investigate.
< 10 Skip.

No tool scores 25/25. A score >= 20 on 4 criteria and a minor red flag on the 5th is often the right real-world arbitrage.
